A young photographer named Leonardo Watch acquires the All Seeing Eyes of the Gods at the cost of his sister's eyesight. After this incident, he moves to the city of Hellsalem's Lot and joins an organization called Libra to fight monsters and terrorists.

The series is a manga depicting the battles of the members of this organization in a city where otherworldly beings mingle. As the author describes it as a manga where characters shout the names of their techniques before striking, it features action built around the exchange of such techniques.
